You have to read what Chris writes (and be a bit more alert to
the possibility of semantic confusion).

Chris writes that the world "dialogue" is easily misinterpreted
as a sequence of unilateral (and discrete) communication events.

In other words, some people are conned into thinking that the
communication is half-duplex instead of full-duplex, to use
some IT terminology, and that after you've done the proper
protocol handshake (at the beginning of the step), both the
leader and follower can then move on their own, having
"exchanged" all necessary information to convey what step
there is to take, which makes leading somehow occurs in
bursts at the start of each step, rather than continuously.

He doesn't dispute that what *you* call a dialogue happens; in
fact, the rest of his post made that eminently clear.
