Is that "Naked tango"? I did not see it,but it kind of sounds like
it, from, what I vaguely remember hearing about the movie.

The details in imdb are different: "Two to Tango" is <http://us.imdb.com/Title?0096325>, and "Naked Tango" is <http://us.imdb.com/Title?0100222>. Naked Tango (1990) is "Returning by ship to South America, a young girl escapes her elderly husband by swapping places with a girl committing suicide. She believes her new life will be that of an arranged marriage but finds it is in fact a trick to get her working in a brothel."

If one is to believe the user ratings, neither film is particularly
worth seeing.

Naked Tango is not for all tastes, it is intense and dramatic...I liked it a lot despite a certain violence.

Perhaps any depiction of the "white slave trade" from the old country
would be difficult. But, the concept of swapping your life for that
of another, and then finding you've put yourself into hell is
chilling. The idea of tango representing violence and masculine
control is not what attracts us to this dance, yet in this movie it
evokes raw emotions.

But, perhaps the movie also suggests that the woman in tango is not
as powerless in this game as this suggests.

Given the violence that is considered normal in the average Hollywood
"R" film, Naked Tango is neither more nor less, but the power games
and drama of the young girl's situation makes it pretty intense.
