[Tango-L] who invented the basic step

I have read that el baile con figuras cruzadas began in early 1940´s, which at 
first drew a lot of resistence from dancers, and took time to gain wider 
acceptance to the tango community in Baires.

My gues is that the basic step with cruzada y resoluvion might have originated 
in that time.
