Thanks everyone for help on the scene from Tango by Carlos Saura.
I discovered that the music is written by Lao Schifrin (born in Argentina in
1932). Lao studied at the Paris Conservatory and was influenced by jazz.
Perhaps that helps to explain the extensive use of syncopation in his tango
music.  Mr. Schifrin settled in Hollywood in 1964.  The movie Tango came out
in 1998.
